It probably means that the fear of dying is what stops us from living fully. Fear of death can come in many ways and limits us in many ways. Death in this context is also the loss of something - health, money, reputation, image, life itself. When we are afraid to lose, to die, we can never live fully. We live in parts.
The sporting analogy of - you cannot win if you are afraid to lose makes great sense here. Winning they say, or living in this context, is like going into the lion's den and taking the cup. You cannot expect it to come to you. You have to stake it all to get it.
